The panel theme item supplies the background StyleBox. Its content margins affect the minimum and child rectangle. Border and content padding are different settings: inspect actual content margins.

Direct children receive one area and can overlap; put one column/row inside for a list. MouseFilter defaults to Stop, so empty panel space can receive pointer input. Choose input behavior according to whether the panel is decorative or interactive.
